Blue Ocean Transfers (BOT) is a US flag shipping company who will deliver to the US offshore wind market Jones Act compliant crew transport and transfer services through an innovative new business model patterned after ocean shipping pooling concepts.

The vision of Blue Ocean Transfers is to propose competitive charter hire to developers and their suppliers, in concert with the superior reliability and availability that comes from deployment and operation of a technically robust fleet of CTVs.  This competitive charter hire can be achieved through the series construction of matching vessels to the extent practical in select US shipyards which reduces capital costs dramatically, through financing at a fleet level and through operational efficiences.

Business Model

BOT is a marine equipment manager that may also charter-in third party vessels to meet client requirements.  BOT can invest in the equipment being managed and chartered to wind field developers and their suppliers.  The BOT business model leverages the specific knowledge, experience and skills of top industry collaborators.  It brings together targeted expertise in capital deployment, financing, ship construction, vessel management and commercial employment.  The business model is designed to ensure scalability to support a growing CTV market while providing competitive hire rates to charterers on safe, reliable and modern crew transfer vessels.

MEET OUR TEAM

The BOT project management team is comprised of the personnel who will be responsible for the on-going management of BOT and deployment and operation of the vessels once delivered on-hire to clients. Additional resources will join the team during the project implementation timelines associated with different projects and client requirements to support project execution activities as required.  These resources will be sourced from BOT affiliates and the marketplace.

 

Jack Cammarota

Marine Operations / Supply Chain Services

Jack brings to his position over 12 years of broad international experience in the maritime industry both at sea and ashore. Graduating from SUNY Maritime College in 2007 with a Bachelor's of Science degree in Marine Transportation and an Unlimited 3rd Mate’s License, Jack began his maritime career sailing aboard Crew, Supply and Anchor Handling vessels for Seacor Marine working five years in the oil and gas industries of West Africa, the Middle East and South America.  Signing on as a Dynamic Positioning Operator / 2nd Mate for Transocean Inc on a Fifth Generation Dynamically Positioned Drill Ship – Discoverer Deep Seas – he then worked three years as Ships Officer and DPO on Chevron and Murphy Oil time charter vessels in the US Gulf of Mexico focusing on Deep and Ultra Deepwater exploratory drilling and completion projects.  Returning to SUNY maritime College, he obtained a Masters Degree in International Transportation and Trade in 2014 to expand his global business outlook and prepare for a career ashore within the maritime industry.

In October 2015 Jack joined the McQuilling Partners, Inc. operations team supported by over eight years as a practicing mariner at sea both domestically and abroad.  Drawing from many years of international travel, networking and nautical experience across the maritime industry, Jack identified the natural progression of the company into offshore wind supply chain solutions and is currently building internal capacity and expanding his network to address the opportunities in this segment of the maritime space.

David J. Saginaw

BUSINESS DEVELOPMENT

Dave Saginaw has been an agent of change in existing organizations and project structures.  An originator of new concepts, constructs and initiatives, Dave has successfully created value in many forms over more than three  decades of commitment in the maritime industry.  

He brings to his position over 35 years of broad international experience in the maritime industry. Trained as a Naval Architect at the University of Michigan, Dave began his maritime career at National Steel and Shipbuilding in San Diego, California where he played a key role in the introduction of modern ship production techniques.

Returning to Michigan for further academic studies he also taught applied economics, shipping and ship production and received advanced degrees in Naval Architecture (Master’s of Science in Engineering) and Business Administration (Master’s of Business Administration).

A decade-long career with Chevron Shipping Company included increasing commercial, operational and technical responsibilities, concluding with the leadership of the company’s proprietary and chartered fleet deployment.  

In 1997 Dave formed McQuilling Services, LLC., a marine transportation consulting and project management enterprise of McQuilling Partners, Inc. and led the firm on a path of continued growth in service offerings and clients through over two decades of service.

Avril Montanti

Marine Logistics

Avril received her BBA in International Management from Pace University in 2009 with a minor in East Asian Studies. In the summer of 2008, she interned in Beijing, China, for a patent and trademark law firm. Upon her return, she started a career at the International Trade Field Office of the U.S. Department of Justice. As a paralegal, she conducted extensive research on imported materials into the United States. Later, at U.S. Attorney’s Office in Newark, NJ, she specialized in data management for large criminal cases and for a prestigious national task force.

In May, 2024, Avril received a Master of Natural Resources from Virginia Tech. Recent coursework included Coastal & Marine Management, where she studied the sustainable use of our oceans by various stakeholders, and Global Issues in Sustainability, where she traveled to Italy to study natural resource management.

Combining a rich family history in the maritime sector with her passion for sustainability, Avril was naturally drawn to the offshore wind energy industry. She joined the McQuilling Renewables team in 2023, where she supports the company’s advisory and consulting efforts, as well as the launch of Blue Ocean Transfers.
